People need roads. Roads are mostly public property; some can be privately owned by institution or individual. In
In First World Cities pedestrians without doubt get 1st right of way on paths. Vehicles (two, three, four, six, ten, eighteen wheeled) use roads. Vehicles are parked in predetermined places and people ride on vehicles from predetermined places. Markets are places to buy and to sell. Here carts are allowed.
Where powered vehicles ply shops and markets need be disallowed. In third world countries, our weird brain leaders’ sympathies are with path/road occupier men, such as hawkers/traders. Pedestrian looses the right of way. Killing fields of pedestrians can be places of bread earning of many.
Road act/rule was made many years ago. Road conditions changed much. Under pressure new road practices emerged which violets laws and rules. Ignoramus think time is ripe to change road rules in
